What is the name of the book I'm talking about?

I read a book once when I was younger, maybe around 12, where the main character is a child who is part of a community that lives underground in a subway station. of his chapter of a children's book, I suppose. Start with something about the child looking through a hole in the village above the ground or something. i thought it was called The Outsiders before remembering that this is something different, but the title sounds I think something like that ????? Help please?!

It is "The Downsiders. I have read some of it long ago but never finished. I do not remember the author, but I'm pretty sure thats what its called.
